Sounds to me like he needs the extra money to complete the payoff to Governor Sandoval. Can you believe that Sandoval went to Japan, with a delegation that probably included a representative from the MGM, paid for by the taxpayers and the day after he is no longer governor he announces he is going to work for the MGM on their Japan initiative.
